99% of contracts in Mexico and LATAM are analogue and unplugged. 121B USD are in risk every year on paper bidding contracts that can be altered. This is a problem that has not been tackled because almost every bureaucratic procedure is still handled on paper and the culture has not evolved to handle contracts and documents digitally, even though there is even a standardizing norm in place.
